why is it possible (for me) to move only the right eyebrow but impossible to move only the left?

My whole face is moving when I try to do it

Everyone’s facial muscles and tendons are put together in slightly different ways; there doesn’t seem to be much rhyme or reason for it really. It’s just “one of those things” that nature seems to do. It’s similar to whether or not you can roll your tongue, for example.

In a similar vein, I can’t operate either of my eyebrows independently. I can close my left eye without closing my right, but not vice versa. I can’t roll my tongue, either. Nor can I do that (rather un-pc) gesture where you stick your tongue between your bottom teeth and your lips.
