Why is it so difficult (impossible?) to perfectly re-roll a roll of toilet paper that has become unraveled?

I get that the individual rolls are probably cut from longer spools (rolls aren’t individually rolled).

In addition to what others have said, the friction of the toilet paper combined with its floppiness makes it very difficult to make corrections.
