Why is it so difficult (impossible?) to perfectly re-roll a roll of toilet paper that has become unraveled?

I get that the individual rolls are probably cut from longer spools (rolls aren’t individually rolled).

Toilet paper is put on a rewinder in the form of a master roll. Its cut to size in 2 or 3 rows and wound under tension. You could wind it back up perfectly if you could wind it back up under the same tension is was originally wound at.
