Because governments don’t share their passport databases with other governments. Because that is a security concern. (Not universally true, but true in the majority of situations.)
So instead they’ll share how to spot a fake. But by making what to look for in a fake passport public knowledge, passport forgers now know what they have to get good at and what mistakes to avoid.
Also a lot of governments just don’t care. Sounds weird from an American perspective. But a lot of countries do not have any type of border security. Nothing stopping you from driving across the border. *Maybe* a sign telling you that you’re in a new country. Nobody to check your passport. Nobody to ensure you’re not smuggling illegal goods. You just…drive through. To a lot of modern governments passports are about identification if a situation should arise that requires you to have ID. Not about tracking who comes in and out of their country.
