The temperature lags behind. During the day the ground heats up. In the night this heat is radiated to the air. Temperature slowly drops after sun-fall and continues to drop at dawn because the barely risen morning sun and will heat the ground before heat goes to the air.

Dawn is the time of day when the sun has been gone from the sky for the longest period of time.
You have the whole night for things to cool down before the sun starts heating it back up again.
