Why is modding GTAO much more of a problem on PC rather than console?

On pc, players are able to download programs that run alongside the main game. The program essentially allows cheat codes in online. Console doesn’t have this

On a PC, you can run literally any program you want, at literally any time you want. Want to run, say, GTAO, Twitch, Netflix, Discord, Spotify and Firefox all at once? Knock yourself out. On a console, however, you can only run a specific pre-approved set of programs, and you can’t just run as many programs as you like – it’s rare that you’ll be allowed to run several programs at once.

Now, this flexibility has its benefits. I can do whatever I want, whenever I want, and nobody can stop me. I want to listen to my music, chat in a voice call with my friends and watch a big sports game all while still playing a game? I can. The only issue is, if I want to run a program to mess with the code of GTAO… I can. If I want to constantly tell it I have full health, or constantly tell it I just killed every other player on the map, or tell it there’s a bunch of UFOs everywhere, I can. Now, it’s possible to code your games in such a way that it detects when I’m doing all those things. It’s also possible to get around whatever detection there is. It’s an arms race between Rockstar and hackers.

TLDR: PCs allow you to run whatever software you want whenever you want, which includes cheat software. Consoles don’t allow you to run cheat software, at least not without modifying and hacking the console.
