Why is more wet or slightly melted snow so much better for packing?

It’s better because when that partially melted snow refreezes, all the liquid in between the individual snowflakes will bind them together like mortar in a wall. Then instead of having millions of individual flakes of snow you have a large chunk.
Snow in cold weather doesn’t melt as early, and the flakes don’t bind together as cohesively.
