Why is body wash (and soap) sticky when dry, then gets super slippery when activated by water, but dries stickier or at least neutral?

Because it’s the water that makes it slippery, so at first it has no water, meaning it isn’t slippery, then it has water so it is, then the water evaporates, so it isn’t slippery anymore. If you’re asking why water with soap is more slippery than water without, then the simple answer is: that is the result of the molecular makeup of water mixed with soap, something which is slippery.
