Why is suffocating or drowning so agonizing but during hypoxia training (e.g. for pilots ) people sometimes don’t even realize that they are about to pass out?

During suffocating or drowning you have no air at all, during hypoxia training you still have air, you are still breathing, you just don’t have any oxygen.
