When you dissolve CO2 into water, you get carbonic acid (H2CO3.) That’s what gives the “tangy” taste to sparkling water. So even when the water goes flat, it still has carbonic acid in it.

It has carbonic acid in it (makes it fizzy) and all acids have salts in them. So it gets a slightly bitter taste from those minerals.
