Every state came up with their own rules. 

Some decided the position would be elected. Some decided it would be appointed. Some states decided not to have a Secretary of State at all.

In Florida, the Secretary of State is appointed rather than elected because of a change made to the state constitution in 1998.

The legislature decided that the function was an executive task, they are executing voting legislation for example. That’s not exactly a “why”, but a lot of the time it’s a “sounded like a good idea at the time to the legislature of the time”.

Why not? Every state is allowed to structure their government however they want (except for the nebulous requirement that it be a “republican form of government”).

Secretaries of state are also appointed in Delaware, DC, Maryland, New Jersey, New York, Oklahoma, Pennsylvania, Puerto Rico, Texas, and Virginia, not to mention the Secretary of State of the United States.
