Why not? Every state is allowed to structure their government however they want (except for the nebulous requirement that it be a “republican form of government”).

Secretaries of state are also appointed in Delaware, DC, Maryland, New Jersey, New York, Oklahoma, Pennsylvania, Puerto Rico, Texas, and Virginia, not to mention the Secretary of State of the United States.
