I’m really confused because the overall stated level on the weather app is 74%, which makes me think there’s lots of water in the air. Doesn’t seem right as it’s cold but also not foggy and clear as day.
I’ve had a mildew problem and I want to open the windows to keep airing out the room more often, but I don’t want to let in any added moisture.

Cold air can’t hold much moisture, it simply doesn’t have the energy required to keep bouncing water molecules around in large number.
That means in winter it can be nearly saturated at 80-100% humidity but still comparatively dry with a subzero dew point. It’s carrying all the moisture it can, which isn’t much.
It’s probably more humid inside your house from the people breathing. Humans are decent humidifiers in smaller spaces.
