Why is the minimum speed on electric fans so fast?

I recently bought several different models of electric fans to use to keep cool. Some are square box fans, others are circular, but all are “traditional” fans with blades that spin behind a plastic grate. The minimum setting on every one of them is too powerful and pushes too much air out (at least for me). Is there a reason (electricity, fluid dynamics, etc.) they can’t have a lower setting?

how about putting the fan farther away, or not having it pointed directly at you?
