The hot/cold that you feel depends on how fast or slow heat is carried out of your body.

Wind carries heat away from your body, so in the summer, wind makes hot feel less hot, and in the winter, wind makes cold feel more cold.

In the same vein, in summer, if the humidity is really high, you feel more hot, because when you sweat, the sweat just sticks to you rather than shedding heat through evaporation, because the air is already saturated with moisture. But if the humidity is really low, then your sweat evaporates pretty quickly, so you can manage to keep cool more easily.
