It’s because of the way the sun light reflects on the water molecules.

On the colour spectrum, blue travels through water in shorter waves to compare with other colours

Because water is very _very_ slightly blue, but not blue enough to notice in normally observable amounts. You need a lot of water to even begin to see the blueness. Like at least a lake’s worth of water.

The ocean looks blue for the same reason the sky looks blue from the ground. Sunlight is scattered when it spreads through a medium like water or air. Blue light has a short wavelength so it gets refracted the least. Red light has the largest visible wavelength so it mostly gets absorbed.
