Why is there a distinction between an autocratic and a dictator? What is the difference?

Technically, autocracies hold to the rule of law; whereas dictatorships don’t.

So, Iran is an autocracy; as the leadership follows the same rules as the citizens (in theory). Russia is a dictatorship, as the leadership doesn’t even pretend to follow it’s own laws.
