Why is there no black key on a keyboard in between the notes of E and F?

If you play from c to c on the white notes, you get a nice scale. This is made out of whole steps and half steps. However there are still half steps not in this scale, which may be used in other scales – the black keys. Between E and F (and between B and C) is only a half step anyway so there’s no need and no space for a black key.
