Why is there no black key on a keyboard in between the notes of E and F?

Because e and f are only a semi-tone apart.

The pattern for a major scale is:

Whole whole, half.
Whole.
Whole whole half.

The way we name notes, they are arranged so that if you start on C and just play the note without accidentals (i.e., the white keys), you get a major scale.
