Why is turning a TV on just after turning it off faster than turning it on the first time?

I’m not an expert but there are a few possibilities I can think of. First there are capacitors inside that may slowly discharge while off and have to recharge again later. Another reason may be that it is just a placebo that you think it’s faster when it’s not. The last possibility i can think of is if it’s connected to internet then it may take an extra few seconds to reconnect if it’s been off for a while.
