Why is US postage the same for 2 miles and 2000 miles?

I believe Post used to be effectively per mile. Now it is recognized as utmost importance that people are able to communicate reliably so it is going to happen no matter what you pay them and the payment is only to discourage frivolous use. Everything that happens to move mail is going to happen whether your mail is there or not, minus maybe a stop, so the cost is kind of fixed per item.
