Why is “virtually” used as a synonym for “almost”?

Well…one definition of “virtual” is “almost or nearly as described, but not completely or according to strict definition.”
Because that’s how the word was used long before computers came around. Virtual: being such in essence or effect though not formally recognized or admitted
