It is actually.

IQ tests have a mean of about 100 points and a standard deviation of about 15 points. So someone with IQ = 0 would be 6.67 standard deviations below the mean.

This gives a p-value in the neighborhood of 10^-11 , suggesting a population of around 10^11 people. So it’s possible, we just don’t have enough people right now.
