Why isn’t it possible for someone to have zero IQ?

A score of 0 would mean you have a mental age of zero – equal or less capacity than a newborn.
I’m sure there are severely disabled people out there who theoretically do have an IQ of zero, but testing them is a relatively pointless endeavor.
