They appear to be flickering because they are. “They don’t think it be like it is, but it do.”

Normally our eyes can’t detect the fast flicker and it blurs together into a steady light. But video is formed by taking many pictures quickly after each other, and digital video often involves a sensor that only samples parts of its surface at a time. The result is that videos can have frames or even just parts of frames which are taken when the light is off and other times when it is on. We can then detect the flickering in the resulting video.
