Flower contains a lot of complex sugars and a reasonable amount of protein, both of which are long molecules that easily get entangled with other long molecules when they get wet.
Because of this, they act like glue and get both sticky and hard when they dry. And they react very well with paper because paper is also made up of very similar long sugar molecules.
