100% doesn’t usually mean “the end of the game,” it usually means “collecting every item,” “defeating every enemy” or something similar. Not just beating the game, but completing everything important within it.

For an easy example, we can use Super Mario 64, which is a really popular game for speed running. You normally have to collect a certain number of stars – 70 – to gain access to the final boss and beat the game, but there are 120 stars in the game total.

So a 100% speed run would be collecting all 120 stars, then beating the final boss. A 70-star speed run would require you to collect at least 70 stars (as any normal player would) and then beat the boss. And an any% speed run wouldn’t even require that – you would be allowed to use certain glitches (and there are lots of them) or other tricks to beat the game without collecting even that 70-star minimum.
