The year used to begin in March and run through December, and after December there was a vague “winter” period. Eventually the Romans figured out how silly this was, and turned “winter” into two additional months, January and February. Since February was at the end of the calendar, it basically just got whatever was left over. Eventually the start of the year was moved to January, but February’s length was not adjusted.
