Why was 911 decided to be the shorthand dial for emergency numbers? Why not other combinations that are easier to remember (e.g. 111, 123, etc.)?

911 is American, there is no set standard for emergency numbers worldwide. For example, New Zealand uses 111, I remember hearing that 112 also works but I’ve never tried it.
