Why was 911 decided to be the shorthand dial for emergency numbers? Why not other combinations that are easier to remember (e.g. 111, 123, etc.)?

Some countries use other numbers like 999 there isn’t a global pattern for emergency numbers but you needed something quick to dial and fairly easy to remember and wasn’t already used as an area code.
