When you first put soap on your hands, the water molecules and soap molecules are mixed together and the surface tension is strong. However, as you rub your hands together, the soap molecules start to push the water molecules away. This makes it harder for the surface tension to hold the molecules together, so the bubbles start to disappear.

Soap bubbles are made of soap not doing anything useful. Useful soap is attaching to oily things so water can wash them away

Try the same experiment while wearing rubber gloves. Are the soap bubbles disappearing because the soap is combining atomically with the dirt and oils of your hands?
