Why would physical copies of classified documents need to be retained when high speed scanners can create digital copies that are much easier to hide?

When deployed we retained hard copies of classified documents because you never knew when the power was going to go out and you might need that product to conduct a mission. That being said once they were no longer needed we burned them to ensure complete destruction.
