We can handle the normal amount of background radiation that we experience on a daily basis just fine. We’ve never adapted to more than that because it was never necessary.

If a human ever mutated some gene to be able to withstand high radiation, it was not evolutionarily beneficial at the time, and so it was not naturally selected.
