Water is actually too strong to make bubbles. The surface tension is so powerful, it collapses bubbles very quickly.

Soap reduces surface tension, making it weak enough for bubbles to stay open.

If you dilute the soap with enough water, the bubbles can’t stay open and collapse (pop)
