How can parrots repeat human voices or sounds they hear?

Many species evolved in such a way that males impress females as part of the mating ritual.

Some birds do this by “collecting” sounds, they’re able to make a full range of pitches and tones, and they appear more attractive to mates by having collected more sounds. The more interesting sounds they’ve collected, the more interesting they are to a potential mate. Selective breeding (more successful musicians have better success breeding) means that over generations, they’re able to produce a wider and wider range of sounds.
