How do search engines know to put official and legitimate websites as the first results?

Inspired by [this post](https://www.reddit.com/r/NoStupidQuestions/comments/c5b0wc/-/es0qkd2) in which a user suggests Googling “report cp” to report child porn websites. On the first page ssers are shown links to justice.gov or cybertips.org, which are all official organisations.

How does Google know to put legitimate websites as the first results, and to avoid bogus or non-official ones?

If a lot of pages have a hypertext link to x page, this page will go up in popularity and will be in the front page when you search for a key word linked to it.

Also factors in how frequently a search result is selected. If when searching for something a link on the second results page is the one regularly clicked then it’ll work it’s way higher on the search results.
