The bottom of the toilet is shaped like a “U”, so fills with water. If any more water is added, it overflows over the back into the drain.

it is called a siphon. when flowing water through the toilet bowl, not all water is able to flush out. this is intentional: the remaining water seals off all the gases within the sewer system.
