Usually it’s the [mirage effect](https://www.physlink.com/education/askexperts/ae428.cfm). The sun heats the ground, which warms the air just above it, which changes the speed of light in that layer of air, which cause the light to refract (bend), which looks the same as a mirror that’s reflecting (bouncing) light at the same angle.
