Why are some garments referred to as a pair, ie.. underwear and pants, if they are only a single item?

Pants were originally sold as two “legs” without the joining bit at the top (“pantaloons”). Over time the idea of joining them into a single garment arose. Rather like how stockings started as two items but evolved into tights (UK) or pantyhose (US).

We still refer to tights or pantyhose in the plural even though they are a single garment because they were originally two stockings. We refer to pants (or trousers UK) in the plural because they were originally two pantaloons.
