Because the size of the brain doesn’t determine intelligence. Elephant brains for example are more than twice the size of human brain, and they’re obviously not smarter.

What matters more is the brain’s surface area. Human brain have lots of folds, giving it a large surface area compared to other animals.

Define “smarter”.

In either case, intelligence has no relation to the size of the brain. Yes it could be true that the more folds and surface area in the brain correlates to intelligence. But you are asking about being smarter. In which case I believe that things can be learnt, and that how smart someone is or isn’t cannot be simply determined by the size of one’s brain. A whole slew of environmental factors play into this, from upbringing to learning tendencies, etc…
