Theoretically, yes. Everything is just an electric signal inside a cable, even the “sound” is just the waveform of the sound represented as a voltage, which then gets converted into sound waves in a speaker.
However, different cables are built for different applications. For example, you have to be careful to not catch too much noise when you use high frequency (in the MHz range) in cables, so those cables typically use shielding and other measures. And then, there are different protocols for sending data, which also often translate into different cable types.
