can an infant cry/make noise without their vocal cords?

basically, I have book character who’s daughter is born without vocal cords at all. She just doesn’t have them at all due to a genetic defect. She will learn sign language when she’s about 4 but until then I need to figure out she would make indications/if she’d be able to roar/make noise at all. (its fantsy and she’s a human/dragon hybrid)

Seems like she could stomp her feet, etc. Also, I don’t know what the developmental stages are like for dragons, but 4 would be atypically late for a human.

There would be air movement, so whistling & similar things would work.

But if she’s learning sign language, she will do best by starting at birth, right alongside her ‘spoken’ (heard, read) language(s).
Baby humans can use signs before they can reliably talk; makes for less frustration.

I want to say no. With no larynx/vocal cords there is nothing to vibrate to make ANY sound. In addition, without a larynx, your character will also have many issues with breathing and eating as well considering that the larynx is necessary for the proper function of both.
