A flop is a floating point operation. Basically it is math using numbers with decimal places that can move.
A teraflop is a trillion flops, a million million floating point operations. It is used as a general measure of the computing power of modern devices. Those flops can be used to run games in consoles so in general more is better (techniques and efficiency matter too).
