Assuming you mean while talking to yourself in your head, no, your tongue moves when you speak out loud so you can pronounce certain sounds and during a discussion in your head you do not need to make actual noise so it wouldn’t have any reason to move

My tongue does move in my mouth when I’m “talking to myself.” I don’t have an internal monologue like some others do, so if I want to think in words, I have to actually make the words in my mouth, I just don’t use my voice.
