It’s just what it says, the number of electrons divided by the volume. You can calculate it if you know how many electrons each atom has and how many atoms per volume the material has.

Charge density can consider all charges, including the nuclei, in that case a neutral material will have zero charge density but a non-zero electron density. But it depends on the context.
