It’s a turn of phrase but I don’t actually understand what all things being equal means.

Who is colder: the guy wearing a sweater, or the guy wearing swim trunks?
If set the temperate at 55 degrees (“all things equal”) then the guy in swim trunks is colder.
But if we compare a guy swimming in Florida vs. wearing a sweater in Alaska, then it could be reversed.
