Sometimes I watch shows related to prison life as well as listening to stories of ex-cons, and one thing that struck me as odd was the protocol of bending and coughing in front of an officer to see of your hiding anything illegal. How does that work? How do the officers know for sure that there actually isn’t anything in there after one cough? If there is stuff in there, how can it come out just by coughing?

If given proper technique or forced into proper position, yes. Yes it will.
Think more “drop it like it’s hot and cough at the bottom”
Or try and bingo dabber the floor with your ahole but cough when you hit bottom of the stroke.
