Eli5: Does the moon also rise 23 degrees off during different times of the year?

At my house in the northern hemisphere sun is setting on the north side of west. I know that there is a 23 degree difference in the summer. Does it also rise 23 degrees north of east on the longest day of the year? And does the moon do the same thing?

The moon is roughly the same as the sun in this respect, but it varies by up to 5°. The next “major lunar standstill” is in April 2025; then the angle of the sun and the moon will add and the total angle of the moon will be almost 29°. The next “minor lunar standstill” is in March 2034; then the moon’s angle will subtract from the sun’s and be only 18°. The cycle is 18.6 years long.
