Eli5: How come when you apply gel biofreeze with your hands, the area you rub it on gets cold but not your hands?

It would make sense to me the icy hot feeling kicks in because it’s on your palm but its never happened to me.

Not sure why it didn’t happen to you because it definitely happened to me. The space between my fingers would get the most cold.
