eli5: How do babies think?

Question

Do they have thoughts? What do their thoughts sound like? Is it babble? Because I look at babies and I see thoughts behind those eyes.

I often think the same thing of one of my cats. When you talk to him you can see it in his eyes that he’s thinking.

It’s a complete mystery to me how it’s possible to think without having the ability or understanding of language.
